Expectation

  • There are predictable shift rosters and people are provided early warning of any impending changes to their roster
  • Work plans are constructed to minimise the number of safety critical (high consequence) tasks being performed on the night shift


Specification

Requirements:

  • Resource levels are determined by analysing business goals, which leads to identifying required tasks that are matched to numbers of skilled workers and other inputs needed to complete them.
  • Planning processes allocate workers, including making an allowance for leave provisions, absenteeism, supply interruptions, etc.
  • These processes and site requirements for fatigue and production controls are documented and included in training resources for planners and superintendents 
    – Any significant interruptions to processes which means that changes are needed to one or more worker’s rosters triggers a formal change management process that communicates requirements, confirms there are no alternatives to roster changes and executes the change in a methodical and rigorous manner


Implementation

  • Planners/Superintendents are trained and assessed in required skills for planning
  • Rosters are developed in line with site requirements (and with consultation) by planners/superintendents
  • Workers report for work, or are covered by on-shift workers each working day
  • Upsets that require additional resources are managed through the change management process to meet site requirements


Monitoring

  • Training records are kept and refresher courses run as required to maintain planning skill levels on site
  • Hours of work reports are summarised and regularly reviewed by senior site personnel
  • Change management records are kept, regularly audited and reviewed to confirm that site requirements for worker rosters are not being compromised due to short term issues
